In a residential estate in Tuen Mun, the flat owner suffered from water leakage from the upper floor, resulting in spalling of concrete on the bathroom and kitchen ceilings. After contacting the property management office and the Food and Environmental Hygiene Department, there was no significant progress due to the lack of cooperation from the upstairs owner.<\/p>

The owner then decided to use the company\u2019s inspection services. Using an elimination approach with testing instruments, the company\u2019s staff conducted investigations only from the lower flat and issued a report signed by a Registered Surveyor. The owner submitted this report to the Small Claims Tribunal to lodge a claim.
